Rules in the park:
For bicycles, the rules for highway legal vehicles apply. So ONLY when you are allow to drive by car you are allowed to drive your bike.
The only exception are the dirt roads in Hawi Vallecito.

Off limits:
The PCT, all hiking trails including the California riding and hiking trail, washes except when they are in use as a dirt road.
